Exploring PayPal

Yesterday I was exploring Paypal and I saw a group of countries that are more unfortunate than us Malaysians.

Well, previously, a Filipino told me that he can't use Paypal to make online purchases. I thought nothing about that since they do have something else that is a good alternative to Paypal.

Anyway, what's illogical is that the Philippines, along with a list of other countries, is listed as a country which can receive paypal funds but cannot send out, as opposed to Malaysia ability to receive and send (but cannot withdraw).

What's illogical to me is that if a Filipino can receive Paypal funds, but cannot send out, and cannot withdraw, what happens to his funds in Paypal? His money will be locked in there without an option to cash out. So why offer people in these countries the option to receive Paypal funds when there is absolutely no way for him to even touch it?

P/S: During eBay Explained Kuala Lumpur, in Nov, 2006, eBay promised to bring Malaysians full-featured Paypal services in 2007. Let's hope they live up to this promise.
